Do cable boxes let of radiation even when tv is off?
Do cable boxes only let if radiation if the tv is turned on? Or is it all the time if the cable box is on?

The electronics in a cable box are independent of the TV and will keep running until you turn the cable box off too. The box will leak some RF (radio waves) but the amount has already been greatly reduced with internal shielding. It is even safer than your phone.
Disregard anyone who worries about "radiation" from electronic devices as unscientific, they have no idea what they're talking about and are probably trying to sell you something.

Radiation? All they are is a bunch of electronics parts and a hard drive .

There's no knowing if being exposed to radio frequency constantly does any damage but yes the radio is always on

As you do not say what type of radiation:
Yes, but not as much as your body or a lightbulb.
In other words, neither those or any consumer electronic emit any harmful type of radiation - eg. ionising / nuclear radiation.
Every thing around you (and you) emits infra red radiation, among other things.
Anything that makes noise is emitting acoustic radiation.
etc.
Forget the word "radiation" - it's meaningless without a proper context and explicitly saying _what_ is being radiated.
