is 7.4 volts in a 9v battery dead?

Unless its one of those "9v nicads", yes. These so=called "9 volts" read 7.4 volts when charged.

Yes. It should be 9 volts until it is dead. (or 0 volts)

That's the normal voltage of a NiCad "9 volt" size rechargeable battery. That voltage in a carbon/zinc or alkaline one is weak. The big difference is carbon/zinc and alkaline batteries drain in a pretty linear way, where rechargeables take a steep drop after they're nearly dead. Most devices designed to use 9 volt batteries' transisitors require a minimum 7 volts to turn on.
