To hang your flag over the enemy must be seen as an act of war, by definition. True or false?

The Germans did it to the Soviets on countless occasions when they invaded Russia in 1941-1943.

However, the Red Army was driven by its resolve to retaliate against their enemy.

As attested by them hanging the Soviet flag over the Reichstag in May 1945.

Ultimately, it must be seen as an act of war or aggression against the enemy.

True or false?

If you are hanging your flag over the enemy, than you've already been at war,  and have taken one of their strongholds or pieces of territory.
