Yes, just as it's normal to have small areolas with small nipples, or large and large. There is no "right" size when it comes to breasts or nipples

If you are concerned about your own appearance, I think that arrangement looks infinitely better than really small areolae and big nipples.

Yes quite normal. Nipples are often small until pregnancy and areolars come in all sizes

Everyone has different proportions when it comes to their nipples. There is no such thing as normal.
