Indeed, USB 3.0 in reverse is viable—which means it's intended to work with more seasoned USB variants including USB 2.0 and USB 1.1. You can plug a USB 2.0 gadget into a USB 3.0 port and it will consistently work, however, it will just run at the speed of the USB 2.0 innovation.

no amperage is too high , use your computer to charge it . computers have a universal amperage , wall chargers are fixed at 5 to 10 amps , usb 2 is 2 amps maximum and usb 3 is 5-10 amps .

Impossible to answer. No way to know whether the USB 3.0 charger is designed so that it is backwards compatible with a USB 2.0 device. So or, some or not.
A USB 2.0 phone can not use a USB 3.0 charger in its native format. But many 3.0 chargers are designed so that they can detect a 2.0 device and work as if they are a 2.0 charger.
No way to predict if that charger you have is designed to do that.

I would say yes, but your charge rate will suffer due to the difference in amperage
