Marine Pilote question?

Question

 Do Pilots get their ticket as a pilot from day one or have they experienced mariners? Do they receive specialized training? Do ports have more than one Pilote or does that depend on the size of the port? I got to see pilots transfer to ships in Juan DeFuca Straight a long time ago.
