Is this paragraph grammatically correct?
He should be more careful when writing in Italian because he makes a lot of spelling mistakes. To tackle this issue, he should dedicate more time in studying the Italian grammar and read more books in Italian.

"...dedicate more time *to* studying Italian grammar", not "the Italian grammar". And it needs an additional comma:
"To tackle this issue, he should dedicate more time to studying Italian grammar, and read more books in Italian."

Almost. Drop the words "in" and "the" from the second sentence, and then it will be correct.
