Can safe mode on Windows 10 be used to delete specific files?

I downloaded ePSXe and fxcked with the configuration so it shat itself. I forced a restart and that's when I got the screen. I was hoping I could delete the emulator from safe mode but when I go into safe mode the blue screen cones back up.

It says I have 2 restoration points but both fail.

Yes, you should be able to delete files in safe mode. But if you can't get into or stay in safe mode that is a bigger issue. Do you have system restore points setup?

You are going to have to use the internet to find your options (there are lots of articles and videos). You probably have not destroyed the machine, as you seem to know exactly what caused you issues.
