If the recommended safe limit for zinc is 25mg in EU and 40mg in US, why are zinc supplements typically sold as 50mg?

Why are so many vitamin manufacturers selling a product that contains more than the upper limits recommended in the US and EU? 

I know there are some that offer 25mg, but it is harder to find.
