I got an opportunity of hands-on assessment from a company. Is this considered as offer?
Hands-on assessment includes interview and hands-on production simulation.

Sounds to me they want to see you in action before any offer is made. I had an employer do that for me way back when. Wanted me to work 3 days before they made me an offer. I did and they did. And I decided I did not want the job. Smart on their part rather than me working a month or two and quitting which I might have done if they just made me an offer.
Yours sounds like a shorter period.
