Why having small leaves would be a disadvantage for non-desert plants?
The reasons for why it is a disadvantage

I see your question has gone unanswered for four days. I suspect it may be due to the vagueness of the question. A better constructed question would have helped. Some context would have also helped. I would imagine from the question this may be one you have been set. It doesn't have the 'feel' of a random question some may pose.
I think the 'non-deset plants' is meant to imply that significant water loss is not a problem for these plants.
Because leaves are where photosynthesis takes place small leaves would reduce the surface area over which it could occur. This would, therefore, limit the production of glucose, which may be used to meet immediate energy requirements or converted to starch for storage.
