Is it unusual for a 5 year old to understand how to play and win Monopoly board game?

No, but we play a lot of games in my family. If the kids ask for help with the reading or math we jump in and help.

I would say it's a sign that the 5-year old is high in intelligence!

Quite unusual. It requires at a minimum good math skills, on top of being able to negotiate and win.

If the kid is taught right.

the box says 8 and up. Better go to your local monoply club and tell them you have a prodigy.

Yeah, I'd say it's pretty unusual. Monopoly involves a lot of strategy and math that would be beyond most 5 year olds. There is a "Monopoly Junior" version for ages 5 and up. But classic Monopoly is for ages 8 and up.
