Teen is actually the set of numbers from 10 to 19. That's to say it's a corruption of the word ten, which is the next digit along when we count up in tens from zero. So we have the UNITS, which is 0 - 9, the TENS, which is 10 - 19, the TWENTIES, which is 20 - 29 & so on.

The trouble is the word teens, (for people) generally means young people in puberty/adolescence, which starts any time from about 9 to 14, usually earlier in girls & later in boys.

12 is a tween.  13-19 are teenagers, however, at 18-years of age - they are also considered an adult.

A 12-year-old is not a teenager. 

The problem is, you are trying to force meaning that ISN'T THERE into the English words for certain numbers.

If we changed the English language so that NO numbers ended in "teen" anymore, whatever would your point be then? It's just as pointless now.
