No. That sounds like an appropriate response to the situation.

The average ghetto denizen spends 91k on their drug and bootleg or stolen alcohol addictions. We know this because narco-barons keep surprisingly detailed records and we know who their customers are.
If they would rather spend their GOD-given inheritance on getting ****-faced and supporting criminals rather than on owning a home and contributing to law-abiding companies, that is up to them but they deserve no 'compassion' for it. The truly 'poor' as defined by Christ are known by their humility and willingness to beg for help.
The word translated 'poor' in the Bible is 'ptochos,' which literally means, 'those who crouch in fear.'
We live in a nation where anyone can rub together a few dollars, walk into a temperature controlled environment, order meat and potatoes and dessert each delivered from different states, use the bathroom for free and sit in a private booth in peace without being harassed. If they drop over from a heart attack, they would be airlifted to the nearest hospital in a million dollar helicopter and saved by people who went to school for twelve years to learn medicine.
No one in America is 'poor.'
Those who lack resources because of personal moral decisions and greed are called the 'fools.'
“As a partridge that hatches eggs which it has not laid,
So is he who makes a fortune, but unjustly;
In the midst of his days it will forsake him,
And in the end he will be a fool.” (Jeremiah 17:11).
The Bible teaches us only to preserve the dignity of these 'fools' by making sure they have basic food, clean water and covering, (Romans 12:20-21), NOT to empower them further with money or allow them to gobble up resources earmarked for the genuinely poor and oppressed.
If you do decide to step in traffic to avoid having to deal with them, be prepared to wake up in a hospital after being rescued against your will. You will probably end up next to a 'homeless' guy recovering from alcohol poisoning who hits you up for some cash and inquires whether you know where he can 'score' something.
