is hilton hotel in ohare airport in the secured area or outside the security area?

It is outside of the airport.  Across the street in a different building. You would exit the O’Hare terminal and walk directly across the street to it. 

There are pedestrian crossing lanes and police monitoring.

No.  It is in a separate building a few hundred feet outside the terminal.  You can either walk outside or use a tunnel - but it is out of the secured area.
