I was wondering, if you wanted to teach Art History or Fine Art in America for university level. Do you need a PHD ?

Almost certainly.  I'm sure there are universities that will higher a lecturer who is a Ph.D. candidate, assuming no one with a Ph.D. applies for that job.  Tenure-track jobs in the U.S., would require a Ph.D.

That is all a PHD in Art History and Fine Art in America is good for.

It has little use in the real world

so I would say yes
