Will the Chinese be held accountable for COVID 19?

As of today, 1,835,623 people have died around the world as a result of the virus that originated in China.

they provided plenty of warning and are not responsible for how other countries reacted. Will the USA be held accountable for the worldwide economic crash of 2008?

China didn't create it.

Nor did they run the governments that failed to contain it (as you'll notice, life is more or less back to normal in some countries, including China; but the pandemic continues to run riot in the US)
