Why do cities in Washington State have a bad sulfur smell?

Tacoma and Longview had this bad sulfur like smell and it can be smelled in other parts of the state too. Why? what is it?

Pulp mills, maybe. They give off a sulfur smell. Some tidal flats do, too,especially in summer.
