Which parts of Pennsylvania are cold with mild summers and cheaper ?

No place in Pennsylvania has what anybody would refer to as a "mild summer." Summers are for the most part, hot everywhere. It's generally cooler in the mountains, but Pennsylvania's mountains are fairly modest and the difference between summer temperatures there and in the lower parts of the state are not all that different. It's also generally a bit cooler out in the woods away from the more built-up parts of the state. By far the cheapest place to live in Pennsylvania would be the Northern Tier and the northwestern part of the state.
