New York City, dominated by Manhattan, is very socially liberal.  Much of upstate New York, outside of the cities, is conservative- especially Western NY.

New  York State has 62 counties.  Five of those counties make up New York City.  Two, New York County and Richmond County, are on islands, Manhattan and Staten Island respectively.  Brooklyn and Queens share Long Island with two counties that are not part of New York City.  Only The Bronx is part of the mainland.

New York City, is simply ONE city within the state..........

Like Boston is just one area of Massachusettes...or Miami is just one area of Florida.

But unlike those..........the city has the same name, as the state itself.....

New York, New York.   So great , they named it twice.

New York State is bigger, and most of its area is rural.  New York City is one city, and other than the parks and the water, very urban.
