In the US a lottery ticket is a bearer instrument. Whoever brings it for redemption is the owner. If it is a counterfeit it will be easily detected. If it is stolen, unless the victim has undeniable proof, the bearer is the owner. However, cashing a large prize will require showing valid identification, mainly so that the IRS can take taxes off immediately.

A small prize winner, they just hand over the cash.
A major prize claimed at the lottery office, they will verify you are the legitimate ticket buyer first.

The penalty for turning in a fraud is very high since it is a felony so yes they must verify it’s authenticity.

they ask where and when you bought your ticket. all tickets are identifiable
