What would happen if a 17 year old girl called the police after her mother spanked her?

The response from the police will be determined, primarily, based upon the criminal code of the state, or, country that the 17 year old lives in. In the US, in most states, the parent, or, primary caregiver, does have the legal authority to use physical punishment on any minor under their legal care. Therefore, spanking a 17 year old is not against the law.

I must repeat that this truly depends on which state this family resides in as the age of consent differs, as do the laws regarding spanking. 

Realistic, this parent should have a better means of disciplining their daughter as 17 is well into early adults and this could damage relations between the daughter and the parents.

The cops would come out, ask questions, and maybe tell the girl that the next time she stays out late doing drugs and banging anyone who looks at her, they will arrest her for prostitution.
