So "Painless delivery" would appear to be an Indian term for an epidural anaesthetic.

Yes, it's quite safe and has been used by millions of women giving birth... and millions of men and women for other surgical and medical procedures.  The common side effects are a temporary drop in blood pressure, pain around the injection site. 

It is unlikely to be completely painless, FYI.  It can make the process a *lot* better but it can't usually make 100% of the pain go away.
