Why is Trump's Dept. of Justice investigating claims that Trump is offering to sell to "lobbyists" pardons for their clients?

Trump obviously doesn't care about getting caught selling pardons.  After all, he's got to pay Mr. Putin his $431 million.

They must have received credible allegations of wrongdoing, otherwise they wouldn't dare investigate Trump.
