My room temperature is 21.1 now.Toronto. I am living in rented basement. Is it the normal temperature supposed to be provided by landlord? ?

I felt more hot and comfortable in last rooms .i lived

No it's not too cold.

In the USA, we aren't even supposed to keep the heater above 68F.

Landlord is required to provide heat to a minimum of 21C. Sounds like he’s doing that. You may prefer it warmer, but looks like no law is being broken.
