Would a "Registration updated when owner moved the vehicle to a new location" occur if it was a change of address in the same state? ?

Most people don't spend the money to have their car titles changed every time they move unless it's a different State they move to.

Yes. You need completely new registration (not an update) if it is a new state; an update is possible only if it is the same state.

Change of Address is Federal, U.S.P.S.
Moving a vehicle address is a Tax issue. A vehicle registration could be in a different political location (another state) where the vehicle is "principally garaged", as opposed to where the owner resides. Example, A person resides (7 months) of the year in Florida. The other home (Garage) where the second vehicle is in Connecticut all year.
