I’m walking away from a guy who is on the fence about me. Will he ever decide he wants to be with me?

He has been on the fence for a while 

We are on and off. I know he likes me to a certain extent but something is stopping him from going all in 

This is not the first time we have had the what are we Convo 

And this is not the first time there has been distance between us. I told him I want to see others as I can’t be stuck in this limbo forever

He said it would be good for me to see others but that he won’t be seeing anyone and that he needs to work on himself 

After that convo he has gotten more chatty and even flirty with me ...

Still don’t know if there is any hope that this guy would ever decide to take the leap with me? 

At one point he even suggested spending lockdown with me..but then changed his mind ..
