May "lemon law" be bound with the meaning of "it doesn't work at all"?
What does it actually mean.

Lemon laws to help force compensation for buying stuff that doesn't work? If you bought something that was described as being able to do the job you need it to do, and it doesn't work at all, even after 4 attempts to fix it, then it's a lemon, or more probably a fraudulent sale. You need to ask a lawyer.
