You go to the hardware store and you get a rasp.  Then you use that to file the claim.

Unless the claim is plastic...then you need a different tool.

Better take it with you.

For what, from who? There are many different places you can file claims from. File out the required paperwork and send it in to whoever processes the claim you are trying to make.
