I looked at the list of noir films on Wikipedia and damn, there are a lot of movies I've never seen.  The only one on the entire list that I know I've seen is "Key Largo", which I saw a few weeks ago.  So since I've seen it and it was pretty good, and it's the only noir film I've seen I'll have to say that's my favorite because there's no competition to compare it with.

Citizen Kane. OK, it technically isn't film noir but it's visuals did inspire the genre.

with regards to film Noir movies, I've gotta say you gotta keep it classic. I'm gonna go with The Maltese Falcon and that's my final answer.

The Third Man.  Just brilliant...it has all the elements just right plus the balalaika theme.
