Can I take a 20 feet box truck 5 miles across Mexican border? Its empty just want to take it to my mechanic across border. Anyone knows?

AFAIK Mexico does not WANT U.S. citizens in their country.  The U.S. has a problem with virus control.  Mexico has the right to stop "out of country visitors" from coming in.  Pandemic rules.

. So you are going to have to find a mechanic in the U.S. and in the same state (for you may have "no leaving your state restrictions" right now.  Ask your local police department on that.
