Why does Santa give more to the already-privaliged?

He's paid by parents to give their children 🎁. It makes them feel more special to know people who actually show up unlike their real parents because of work e t c care about them. Lower income families don't have enough money to pay him. Or they love their children enough to spend more money on them and make them feel special all by themselves
