Since the Trump campaign paid for the Milwaukee recount, shouldn't Trump have been the one to get more votes there and not Biden?

No. Everyone should get a number of votes equal to the number of voters who wanted to vote for that candidate. Who pays should not matter.

Actually, slightly more Biden votes would be expected. Trump chose the highest population counties. The highest population counties in the country favored Biden, sometimes heavily.
327,270 to 134,357 in Milwaukee County.
According to a report, they found 386 uncounted absentee ballots. The completed manual recount in Milwaukee county, Biden gained 257 votes to Trump’s 125, netting Biden 132 votes for Trump's $3 million (pending 2nd county completion).
There must have been the expected 4 to 7 votes of third party and undervote (no vote). Biden got 67.3% as a percent of Biden+Trump in extra votes and 70.9% in the county overall.
It wasn't easy to do the job when observers favoring Trump kept telling workers to throw away ballots as a constant interruption. He paid for labor, not for votes.
0.08% of the total vote was missed. The Biden state total win was by 0.62%. So far, the recount proved the voting was accurate. The change in result was 0.004%. Dane county was 260,185 Biden to 78,800 Trump. We await their count. Trump claimed massive irregularities. Not found. No difference from machine to hand-count at all. They found some uncounted ballots, just like in other states. It isn't many.
