which type is more stable via welding connection of simple U Frame 

(A) Horizontal box beam should connect between two sides box beams ?

(B) Horizontal box beam should connect top over two sides box beams ?

considering that load will come on horizontal beam.

If done properly type a will have fillets in 4 corners it will be stronger to some stresses.
