If an artist signs with a new record label can the old record label still sell the music?

The artist  doesn't get paid from the sales.

    Yes they can.  And yes the artist does get paid.  Artists switch record labels all the time.

    Unless the new label buys the rights from the old label, the new label only gets paid for the music they release.  The old label only gets paid for the music they own.  The artist gets paid as per the recording contract with both labels.

    Yes, the old record company can continue to release what they have copyright on and the artist gets paid royalties as usual.

    They can still sell the old music, not the new. The artist still gets paid from the sales, given it's in his contract with the record label.
