Is Trump planning to somehow rig the electoral votes?

Update:

Trump said yesterday that he will leave the White House if the Electoral votes vote him out,  like he's got something up his sleeve.

Update 2:

Is he going to pull some kind of shenanigan

Yes. Trump has been a huge crook all his life and he's trying to steal the election now.

The shenanigan has already been pulled by the Democrats.  President Trump is trying to get us some legitimacy for future elections.  Todate, no American trusts their voting process.  No American believes that the News Media or Bid Tech have the right to censor for one party against the other.  Their established positions as journalist seeking truth is tarnished.  Big Tech was everything but neutral during this election.  They censored one party and favored the other in plain sight.  It will take Congress to get their involvement in elections established by laws and the Supreme Court to declare this election unconstitutional.

He's fighting for YOUR voting rights to be fair when he does get out, anyone with common sense knows there was major fraud and if dems get away with it they will do it over and over, your vote will never count.

Giuliani tells Pennsylvania legislators they can override popular vote to appoint pro-Trump electors

Speaking to an occasionally raucous but mostly disgruntled panel of Pennsylvania Republicans, President Trump’s personal lawyer Rudy Giuliani and his campaign counsel Jenna Ellis on Wednesday floated the idea that the state Legislature could decide on its own to give Pennsylvania’s 20 Electoral College votes to Trump, despite the state’s certifying that Joe Biden won the Nov. 3 election in the state.

“It’s the state Legislature that controls this process,” Giuliani told a panel of Republican legislators. “It’s your power. It's your responsibility. And I think you know, and you have to convince the rest of your members, Republican and Democrat, [that] they owe that to the people of their state, and they owe that to the people of the United States.”

The public meeting held Wednesday afternoon by the Senate Majority Policy Committee, and run by Republican Sen. Doug Mastriano, questioned the validity of the Pennsylvania election results and cast doubt on the vote-counting process. President Trump called in to the meeting and repeated false claims that he won the election “by a lot,” and that it was stolen from him.

Are you in training to be an operative (stooge) for the Democrats? The first thing they teach you is to accuse the Republicans of doing what you do so often you forget that it is, if not illegal,  higher improper.

Yes. One strategy he had to do that was to delay vote certification by his ridiculous, frivolous, time wasting lawsuits. If states' votes are not certified by the deadline of that state, the state's legislature must step in and appoint the electors of their choice. Trump was hoping they would appoint Republican legislators, who would vote for him in the electoral college. Fortunately this foul and nefarious scheme has failed.

I think your country has had quite enough election tampering already don’t you. What he means is , that constitutionally it is possible for electors to switch votes if they feel the election was compromised and as the whole world knows it was, he is probably hoping some have honour, decency and integrity.

He has tried. Fortunately the people he has tried to pressurise have refused to break the law for him by installing his supporters in the ECs.

There is no evidence of that happening. Democrats do hate all "legal" votes being counted. That is the issue.
