When it comes to monitors, buy the most expensive you can afford. That will dictate the size and the features. Now if you're on a tight budget, there are secondhand shops that will sell a 24" for around $60. The cheaper they come, the much shorter they'll last.
No, don't use a TV as your monitor. Text is horrible. You can use a large TV as a great secondary monitor for movies and games though.

You can get a decent one for under $100, but I'm going to point you at a BenQ monitor, a brand known for better color adjustments.
$120 @ Amazon, and with a -7/+5 for $2 less at Newegg.
Highly rated IPS Panel, auto-ambient lighting adjustments.
VGA, HDMI (1.4), DisplayPort inputs. Has built-in speakers, but usually you use external ones. It is handy to have the 3.5mm headphone jack at the monitor. Cable tucks into the base. There are definitely other good choices, but in a basic use monitor, this has some nice features.
