My guess would be a centrifuge. Maybe for removing particles from oil or some other fluid.

I would call it a device. 

If you turn the handle and a container for liquid spins fast, then it is some kind of centrifuge. 

They used to have such devices for separating the butterfat (cream) from milk.  Milk from the cow, which city folks have little concept of today.
