    I'm pretty sure that would be Iceland

    which prided itself on

    and was renowned for

    its "universal literacy" even in the 1800s.

    The (relatively) small population aided in that high literacy rate.

    BUT...I might be mistaken. Another nation might have been able to claim universal literacy before Iceland did.

    Some people don't seem to know what a country is.  It's not a colony, not a continent, not a sub-group within a country.

    I don't think there are any but if there was it would probably be a Scandinavian country, possibly Norway. 

    Russia and North Korea reported themselves as the most literate.  If you can believe them, there you go.

    I can't think of one who's reached 99 percent.
