Can Trump pardon Bannon even though Bannon is only charged at this point?

Yes.  The President can pardon someone before a charge is brought against them.

I don't know what he did, but from what I hear, it's starting to sound like another one of those Trump-hater schemes where the system makes stuff up against Trump and his friends. They will mess with Bannon just because they don't like Trump. I don't know if a president can pardon a person before they are convicted of something.
