Buffers, as a chemical, act to modulate the amount of H ion.  It's all about balancing.  Inside cells there needs to be a narrow range of pH, so that proteins retain the shape they need to have to be functional.  Using hemoglobin as an example in RBCs, for every CO2 taken in from the tissues, and converted to HCO3 for transport, H is produced.  Hemoglobin acts to soak up the H until the blood reaches the lungs, and the CO2 can be converted back from HCO3 and exhaled.
