Thinking about buying an over the stove micro-wave. Do they, besides venting out the front, also need a vent pipe out threw the top?

Some come with the option of either or. Some come with just one way, either out through the top or back into the room. If you have a gas stove, the venting requirements for that, which could be town or state law. Is what you should follow, then buy accordingly.

Most modern over the range Nukers are convertible to end user preferences. Vent top, vent back, recirculate, (out the front) be sure to ask before purchasing

It's your choice. You can have it vent out the top or the front. When you install it, you make the selection by rotating the vent opening to what you want.
