Is it possible to activate a primary PS4 without internet connection?

My WiFi isn’t working (thanks Comcast). So I have to wait for a technician to come and repair it. I want to play a game that I bought digitally but since I never activated a primary ps4 it won’t let me without internet connection. Is there anyway or do I just have to bite the bullet?
