Perhaps if some organization were to help young minority and female kids get into police departments there would be more minority officers on the job, these officers would serve in minority and predominately white communities depending on where they were needed.
As these young officers gained experience and years on the job they would be promoted to positions of power, like chief of police. As these officers made their way up the chain of command they would "gain a voice" concerning department procedures and training.

The best way to stop police misconduct is to reform the police academies that are inciting it.

First of all, you have to find a black person, in a black neighborhood, who is not a criminal. Most black police officers don't live in these neighborhoods.

Most big city police departments try their hardest to hire minorities for precisely that reason. But in most parts black people aren't clamoring to be cops.

Unfortunately, Black police officers are viewed as traitors in many Black neighborhoods. They are seen as working to undermine the Black communities, and aren't trusted.

Won't work.
Black cops will racially profile too. They either consciously or subconsciously know blacks commit far more violent and property crimes than their percentage of the population should indicate.
And when black suspects resist arrest, black cops are going to treat them the same way white cops do.

It's hard to find black people without a criminal record.

I really don't have a problem with minority cops being assigned to minority neighborhoods,, black cops in black neighborhoods, Spanish speaking cops in Spanish speaking neighborhoods, etc.,,,, but then sure as can be someone will cry unfair, that's racism and sue.
