In the 2004 Super Bowl halftime show, why did everyone blame Janet Jackson for what happened and not Justin Timberlake?

Some of you may know what occurred during the Super Bowl halftime show, Janet Jackson suffered a wardrobe malfunction when Justin Timberlake ripped a bit of her outfit off, revealing her right breast to nearly 150 million Americans watching the show. After the incident, everyone blamed Janet Jackson for what had happened and not Justin Timberlake. Her album released in 2006 was blacklisted from all radio stations, resulting in poor sales. Since then, her album sales have decreased further and further. The general population practically disowned her. However, Justin Timberlake’s solo career went uphill and has stayed uphill ever since.

Why did society blame Janet Jackson for what happened, and Justin Timberlake got off blame-free?

    It was a choreographed DANCE MOVE timed to the song, and Janet's the one wearing nipple jewelry. The idea this was an accident and not intentional is 100% ridiculous. Since it was HER SHOW, it was at the very least approved by her.  I don't think she shoulda been blacklisted of course--that's dumb--but she was responsible for flashing her nipple. Not a victim. Timberlake said it was a "wardrobe malfunction" to HELP Jackson.
