You haven't watched many Russian dash cam videos on YouTube, have you?

If you had, the question would be more along the lines of  'why do so many Russian drivers ignore traffic lights'?

I think they do, but I agree with Obi Wan, no one seems to brake at all.

In the British ones, someone pulls out from a side road, the car with the dash cam slows down, driver swears , no crash. ( bit boring).

Russia, they steam across a junction against a red light at 70mph but the “victim”

    also doesn’t brake either.

Don't you watch those Russian car crash videos on Youtube? An awful lot of them show crashes at intersections with traffic lights, just like anywhere else.

There are signals. Look at the photo.

Signals are not as common in Russia because many people don't have cars since the public transportation system is very good and the conceptof car ownership for most Russians was unheard of in Soviet times.

Adding signals is costly and locals are used to it.

It could be like Rome where a red light is merely a suggestion.

Are you kidding?  Same reason most homes don't have running water.  Besides, watch any video of people driving in Russia.  Those people can barely find the brake pedal when they need it, do you seriously think they'll pay attention to coloured lights?

Because the residents know if they don't stop when they are supposed to they will be pulled out of their vehicles by the police and shot on the street.
