Of course she does.  You seem to be questioning her qualifications. I wonder whether YOU are really qualified to do so.

Here is her Brookings page. I doubt Leaperman has ever read her work, and he doesn't realize that earning those "pieces of paper" requires a great deal of intellectual ability and accomplishment.
