Do I need "you've" in the following prompt. 1. "Tell me about a place you've felt loved," or 2. "Tell me about a place you felt loved."?

'You've' would not be correct in this sentence. 

You could also try:

"Tell me about a place where you felt loved."

There are many resources on this- every ESL textbook, for example. The present perfect (have + past participle) is used in several situations. One of them is a past event at an unspecified time. In this sense, it can be interchangeable with the simple past. So "you've felt" and "you felt" mean the same thing, and can both be used. This is why I always hated teaching the present perfect!

Have you visited Paris?

Yes, I have, many times.

Yes, I visited in 2017,

Have you ever felt loved?

Yes, I've felt loved all my loved. I've felt loved whenever someone hugged me. Yes, I felt loved when my husband proposed.

Both are correct, so it comes down to personal choice.  You need to decide which one you prefer.
