Medical plan. A Neurologist is referred to as a Specialist.

It probably depends on who does the referring; your PCP or an optometrist.

A neurologist is a doctor who specializes on the brain and spinal cord.  This is your medical plan.

A optometrist is a "regular" eye doctor and would be covered by your vision plan.

A ophthalmologist is a medical doctor (MD) may do regular eye exams but also treats vision diseases.  Depending on the treatment they are providing, it could be covered by your medical or vision plan.
