Why can't black people have blonde or ginger hair naturally but their hair can go grey when they are older?

Everyone is different regardless of race. There are plenty of other people from other races that also go grey when they get older it's not just black people.

Black individuals' genes have many differences from those of the caucasian race.

Because they naturally have more melanin.
It's only when people get older that they lose
their melanin.

actually not entirely true about the color--there is a genetically distinct group of aboriginal type people in australia very dark skinned and extremely blonde hair. However, gray is the loss of pigment due to aging (eyes often lighten too), genetics is a complex array of genes that determine coloration.
